I think, if you took two lids from basic tin boxes (like this one) you could modify them into some sort of cigarette case then decorate to your whim. I don't know if it would work, but just thinking about it I would say, place the lids ontop of each other so they make a little box of their own and put some hinges on the back and a clasp on the front.

I'm also pretty sure that little tin boxes like these ones http://www.cowart.info/blog/uploaded_images/DSCN1128-763556.JPG would work great and I bet you can get them off ebay easily, or even at the dollar store. I used to have a bunch when I was a kid.

If all else fails, I guess you could use wood. Anything else like cardboard wouldn't be very durable and something fabric could be annoying for cigarettes because they might get smooshed.

I've lived in a country where everybody smokes and there isn't (yet) any health lobby against it. Therefore, there are tons of different types of cigarette cases! They do sell metal ones there, but they also sell fabric/leather cig cases which sort of look like the I-pod cases that everybody makes but with a larger flap.  You could pick a cute fabric, and re-enforce it with plastic canvas?
