I think you have some great ideas.  I'd make simple things that you can do very well.  From your list, these were my favorites:

Book mark--make it pretty and personal.
Picture frame w/pics of you and your sis.
Finish the scarf you're making for her.
Marble magnets?  Decoupage a little altoids tin to put them in.
Write a poem for her.

You sound like a wonderful daughter.  Your mom is going to love anything that you give her, I promise.

Jumping in as well, to agree with the others that your mother is going to love whatever you do (yes, i'm a mom too). just that you began thinking about Mother's Day at the beginning of April says so much about you.

i was going to post what someone else already said -- your original post contained some great ideas. pick the one that you liked best and that you feel is the most do-able, and if you need help with anything along the way, ask for it here.

you were absolutely right when you said that it's the thought that counts. i'll bet your mother has helped teach you that, hasn't she? your mother is going to treasure what you give her, all the more so if it's not perfect.

good luck. it sounds as if you are off to a fantastic start.

What if you either pick one of her favorite songs and record you singing it, or use her favorite somg and make a cute funny dance and record it, but it might be used as black mail later on in life.
And if you decide to do this just decorate the cd, cassette tape in your own way, or leave a list of songs.
I tried.
Well I like this idea because of when I was little, all my friends and my sister, and I would make up dances together, to our favorite songs at the time which happend to be Hanson and BackStreet Boys and Nsync, or how about the good ole swing dance.
I hope I help, Ill keep thinking.

you have some great ideas, just pick one that you like.  Your mother will like anything that comes from your heart. 

I wonder about a frame for her artwork.

Dance lessons, together.

Completing a craft project, together.

You are doing a great thing with such careful planning for your mother.  catdaddy

You could make her a gift basket with stuff to relax her. You can pick up some home cosmetic rescipes and maybe make her bath salts, lotions, etc. You could adds cds of music she likes.

Definatly write her a poem, thats a sweet idea.

You could make her drawings or paintings too.
