I would LOVE to make a dress like this. I wouldn't want to be so bare on the top though, so i think I'd use a pattern to make a top similar to that except with more covering material! But has anyone any idea how to make a skirt like that?! It looks tricky, but worth it.

The skirt is a balloon or bubble skirt.

It's puffed out and then gathered into the lining underneath (the lining will be smaller in width and shorter than the outer layer so that the outer layer is gathered under and sewn down to give it the puffed out look).

It looks like it's made out of tulle netting or some such type of fabric. If I wanted to get that look I'd most likely pin it to a mannequin before sewing so that it looked how I wanted it to.
