Let's say I'm knitting along in the round on a 24" circ and need to switch down to say a 12" circ. How do I do that? At the start of a round do I just start knitting onto the 12"? I need the "tube" I"m knitting to stay a tube...

Why not just slip all the stitches onto the new needle?  That way, as long as you put a stitch marker in, you'll have the same configuration.  That's what I've always done with knitting in the round and switching to DPNs and things.  I'm sure there's a different way, but I'm always afraid it'll screw up the "tube," as well.
