It's Cotton, and it was really easy to make. I took a pattern for an A-lined skirt and just added the ruffles. I don't have a scanner, otherwise I could make a Sketch.
I'll try to post a kind-of tutorial this weekend.

Oh I love it! Soooo pretty! Much better than how mine turned out.  Roll Eyes And, like a few other people, I like how it's longer at the top. It's quite professional looking. Grin
