I need to recreate this wedding dress for a friend. https://www.craftster.org/pictures/showgallery.php?cat=500&ppuser=356843
I don't know which I should use for the skirt; chiffon, tulle, or organza. Can someone give me advice on what would be the right way to go because I have to make the curls and I'm not sure which would work best. I have never made a dress without a pattern before so this is very challenging for me. Thank you in advance for any help you can give.

I would be inclined to use organza because of the fullness, and because it will be the easiest to work with. Chiffon would be the most difficult, and tulle would be the cheapest, if that makes a difference. Both will have a softer finished look than organza.
