You can do either one and so much more!  Your only limitation is your imagination.  You can use them for collage and mixed media - decorate small items - boxes, frames, mats, coasters, trays, plates, vases, table tops, redo lampshades, line the back of shelves, recover tins, make custom journals, notepads.  With big enough pieces, or different patterns, you can make screens or larger projects too.  You can make personalized/custom note cards and envelopes.  You can make jewelry from them - like embedding the papers in resin, or behind glass to make patterned pendents or whatnot.  I have used stamps to also imprint onto things like clay, polymer clay, resin clay, etc.

Nice!

I do a lot of art journaling and mixed media art so that would be what I used them for but card making is also a great idea.  You can also make your own envelopes.  Make some junk journals.

I'm a cardmaker so I vote for cards!  ‎But, sometimes I like to make crafts and don't have someone to give them to.‎ Here are some projects I did:

Valentine cards for women's shelter:  https://www.craftster.org/forum/index.php?topic=451054.msg5421786#msg5421786

Bookmarks for Little Free Library:  ‎https://www.craftster.org/forum/index.php?topic=450770.msg5417902#msg5417902

Stitched notebooks:   https://www.craftster.org/forum/index.php?topic=450755.msg5417859#msg5417859

Also you can make gift tags, or envelopes for odd-sized handmade cards.

If you just love to make cards for the sake of it and have too many to give away or use, there are groups that collect cards for sending out notes of kindness or support for various groups - soldiers, nursing home residents, etc.
