My older sister used to make artificial flowers in the 1960's. The paper was velvety soft and came in different colors. She used it to make roses and the paper felt just like rose petals and could be painted. She didn't mail order it, but bought it locally (we lived in Alexandria, VA then). I am trying to locate the same kind of paper/fiber now, but don't know what it was called or if it's even still made. Any help would be appreciated. Thanks!

I don't know about velvet soft - it could be they made their own.  But I have been using a good quality crepe paper (not painted) for some things, and for others, cut coffee filters - which take ink and paint nicely.
