I saw one of these at a Paper Source store last year. They told me you could find instructions on the internet (not their website, just generally). It requires four squares of paper and is quite easy to make. I use glittered wrapping paper in two colors, and glued some ribbon as a hanger. It does need some way to seal the top and bottom tips, I just glued some additional paper with a scalloped edge to those spots, but a cell phone charm or tassel would look nice.
