I recently moved (ok ok almost a year ago, i'm still not completely unpacked but time flies!) I have 8 of these ugly builders lights in my home. They are ok looking, better than the brassy ones I had at my old place but I wanted something more my style.
This is what I started with:

I had a ton of acrylic chandelier crystal strings and a few of the drops from another project. All i had to buy was the wire wreath base and a filler element. I bought cheap plastic crystal ribbons, the kind you usually see on a roll at micheals/ac moores.
This project ended up costing me about $10, and I absolutely love it. It makes my bedroom have a completely different feel to it.
Ignore the mess/unfinished wall lol i haven't finished the "crazy paint job" Roll Eyes

I have plans to do a few more lights, I'm thinking a wax paper capiz shell one and maybe one with negatives but I haven't worked out the details yet.
Hope you enjoyed my little project

How did you attach the strings to the wreath base? Are they knotted onto it?

For the strings I just used e600 glue and the strands of crystals i just used wire to keep them in place

Really nice.  My house had 5 of these, and I've replaced all but 2.  Maybe the hall needs a crystal fixture!

Nope, I'm gonna do wax paper capiz shell.  Pure genius!
