Very cool design and color scheme!  When I first saw this, I imagined that you had used brass fasteners, or something similar, but I see, from your diagram, that you went with a layered wheel sandwich approach instead. A real fish would have difficulty getting traction underwater, but I wonder if one could be trained to push a wheel around from the inside with its head like this (perhaps gripping a bar/knob with its mouth)?

Did you use white glue to attach your cardboard sandwich layers to one another, or something stronger?  If you do use white glue, I've found it helpful to lightly sand the glossy side of cereal box cardboard (with the product's graphics printed on them) as you get a much stronger bond that way (the glue doesn't adhere to that slightly-polished finish as well as it does to the naked cardboard underneath so sometimes it can peel apart on you afterwards).  It's not necessary to sand it all off, just rough it up a bit to give it some "tooth" that the glue can grip better.

I use construction grade glue from my woodworking projects just because I have a ton of it. You should still remove the gloss with sandpaper like you said.

Yeah, I learned that the hard way after having my cardboard sandwiches peel apart on me on multiple occasions (particularly when I flexed/bent them a little).  Gluing gloss side to gloss side is particularly bad if you don't sand them.
