I am going to put 5" burlap strips on my bathroom wall as a decorative border and also to cover an area of lumpy drywall. I've been looking at various preventive mildew sprays online along with other recommendations (soaking in salt water) but I am not sure how many months/years any of these last, it doesn't say. So now I'm thinking I should just paint the burlap with some sort of varnish. Wouldn't that last the longest?

you can get mildewcide to mix with paint (and it works).  I don't know if you could mix it with some sort of clear finish for the burlap. 

Maybe you could dip the burlap in a sealer before applying to the wall?  Someday, somebody is going to want to remove the burlap, and sealing it after you put it up is going to make the removal a whole lot harder.
