I am organizing a couple of swaps right now & wanted to know how much say I have in who is allowed to participate. 

For example, if I have asked for a timely sendout record (because the swap involves multiple sendouts), can I turn away someone who has untimeliness in their swap record including a comment about redeeming negative feedback by sending to her partner? 

As another example, if someone participated in a prior version of the swap but the quality of what they sent was not so great, can I disallow that person to participate in a subsequent round?  Or, as long as the person sent timely, are they required to be allowed into the swap if they meet all of the other general swapping requirements?

I am collecting cotton Hawaiian fabric scraps for a quilt if you wanted to send any my way!

As the organizer of a swap, you have the right to refuse entry to anyone, as long as you have a valid reason. All we ask is that you send that person a pm and gently let them know why you are not allowing them into the swap.

I always put a disclaimer on my signup thread that I reserve the right to refuse entry to anyone with a history of late sending and/or poor communication. I think it's only fair to just put that out there at the onset of the swap.
