As I was playing around with Shrinky Dink, someone told me that it was possible to shrink chips bags! So you end up with mini chips bags. Is this true and has anybody tried this? And what else can you shrink in the oven?

I think you can use the lids of deli containers as shrinky dink material too.  Just sand it a little and draw on it!
