Alright this is going to be a far fetched question. I remember when I was young there were these craft kits for kids that we like a water/gel like suspension and it held up a scene. I had the Ocean one. I made the liquid from distilled water and I placed the fish and decor into it and they floated there. I know there was a beach scene too, where you set up a volleyball net and came with people that you could set up in the tank to look like they were jumping and playing.

I am trying to figure out what they used because I have an xmas themed gift I want to try and I wanted to compare the ingredients with other gel formulas.

That sounds really interesting! Have you tried water crystals that they use for plants (to mix in the soil?). I use those for making "smelly jellies."
