With only one week before Halloween my son made up his mind of what he wanted to be, an angler fish.
It's made of paper mache and fits like a helmet. The eyes and angler thingy light up.

I used LED lights hooked up to a battery pack taped to the back near the tail on the inside. I also put in a switch that's under the fin on the outside so it could be turned on and off more easily. My son now uses it as a night light.

Woah! Brilliant!!!

And what an awesome kid you have to ask for such a thing!  You know, now that you've made an angler fish costume with fabulous execution, he will believe that you can make absolutely anything.  His requests each year are going to be increasingly challenging until at age ten he will request a fully articulated velociraptor skeleton.  Which you will accomplish with heroic skill, and he will terrorize the neighborhood with it well into December.
