I am trying to make a dress with a peg-top skirt but i dont know how to make the cowls on both sides, i only know that you need to drape the fabric on its bias..but how do i do that to both sides?
Help please!!

I would *think* you draft it similarly to a tulip skirt, except you expand the pattern at the side seams instead of in the front. Just in case, here's how to turn a pencil skirt pattern into tulip skirt:
