I have been wanting a pettiskirt for a while now ever since I went shopping with my five year old cousin and she got one. It's just I'm 21 and I'm unsure about, not to mention that I'm worried my sewing skills wouldn't quite be up to it. So now I guess I'm looking for some type of validation that it is perfectly ok for me to wear a poofy multicolored skirt in public and that I can in fact do it.

You can do it.  It is a lot of work but not tremendously difficult.  The decision of wearing that in public is, same as any choice of colours and styles, up to you.

Sounds like what you want is a tutu, and people wear them in public all the time!  You can find dozens of tutorials, depending on the final look you want, and most of them are pretty easy.  And remember you can always layer it with other things to tone it down or make it crazy wild.

Yes, absolutely, go for it!  Pettiskirts are easy to make, they just take some time.  You only need to be able to do two things: sew in straight lines and gather/ruffle.  If you take a peek at pettiskirtstyle.com there is a section for teens & adults with some nice styling ideas for wearing one out.  If you do make it, please please please post pictures!!!
