I was going to make a pillow for my doggy for her "one year with me" gift.  I was just going to use a pillow form, but not sure where to find them.  Any ideas?  Also about cost...is it cheaper just to stuff it??

You can get pillow forms at any craft store.  Wal-Mart, JoAnn's, Hobby Lobby, etc. carry them.  Wal-Mart will probably be your cheapest place.  I do know (around TN) a 14"x14" pillow for is $4.  I've seen the same size at JoAnn's at it was $9; Hobby Lobby it was $7 or $8.

The other option is to go buy a $4 pillow, and tear it open and use the stuffing.  It's less expensive than polyfil.
