My guess would be to make a sheath dress first, going to the highest layer on top and the lowest at the bottom.  Then a shorter layer with a sheath skirt that flares to the top layer or ruffles on top (and two more for the other layers), and I'd imagine the final flared skirt and waistband are a separate layer all their own.  Looks like four layers on top and four on the bottom, not counting the flared skirt part, so I suspect that's how it was made.
I think the tough part will be to treat all the layers as one in the back without adding so much bulk it overwhelms the zipper.  (even the model dress looks a bit funky around there, so they might have had the same problem)  Maybe sew the layers to a single layer of fabric, and then sew THAT to the zipper, right along the seam line so you don't see it as much?  that way you're not stuck trying to attach six or eight (not counting a lining!) layers to each side of a zipper.
