Does the drawstring double as straps?  I think (emphasis on think) that you'd make a tube with the lining/body, keeping the top and bottom open.  Then make the pocket at the top for the drawstring and insert.  Then the bottom should be folded in (you could do this inside-out, but I imagine that would make it hard to deal with the drawstring) and the ends of the drawstrings pinned or otherwise tacked into place.  Then turn it inside-out and close up the bottom.

That's how I'd do it, but I have a tendency to do things the hard way.

I actually have the pattern for that around here somewhere.. it's a McCalls one.. I haven't done it yet though but I have an Old Navy backpack purse just like that that finally fell apart so I bought the pattern to make another one. ANYWAYS. When I find the pattern in the next day or so I'll let you know Smiley
Well if some other crafty genius doesn't tell you first lol

Its super easy and hopefully you can understand my explanation.

I think if I was going to make this bag I'd do it like this.

1. cut the outer fabric and lining
2.Flip both pieces inside out and sew in a U shape, leave the top part on both sides  unsewn about 1 1/2 -2 ". This will be where your drawstring goes
3. Flip the outer fabric right side out and place the lining inside.
Sewing the drawstring:

1. fold the fabric inside, the fold should be about 1/4-1/2"
2. fold a second time but this time about 3/4-1" and pin
3. Sew along the very bottom. Make sure you are leaving enough room for your drawstring.
4. Put a safety pin on the edge of your drawstring and pull through.
