I'd like to knit a sweater which is form fitting with puff sleeves and a round neckline, on which I would have a tie neck.  I am an intermediate knitter.  I would prefer to knit it flat rather than in the round, and the sleeves separately rather than with DPNs.  If anyone can help me find a pattern (preferably a free pattern), I'd really appreciate it!

Not sure what a tie neck is, but here are a couple of patterns that are pretty close to what you're talking about, if you find any other good free ones out there please post them - thanks!

Well, there's Miss Scarlet but it's knit in the round and the neckline probably isn't what you were looking for. It would be a place to start though and you could knit it flat and seam it.

I don't know if you're looking for a pullover or a cardigan, but you might try these:

two versions of the same pattern: http://www.knitpicks.com/Puff+Sleeve+Feminine+Cardigan+Pattern_PD30922220.html or https://www.craftster.org/forum/index.php?topic=161043.0
It isn't free, but Rusted Root is cute: http://www.zephyrstyle.com/catalog/item.cfm/2367447/3289215
Another not-free pattern: http://www.stitchdiva.com/ProductInfo.aspx?productid=SDS-036
This one has a square neckline and no tie, but you might look at how they do the sleeves: http://pomoboho.blogspot.com/2007/11/such-flattering-puff-sleeves.html

Not each of these meets all your requirements, but they might offer a starting place!

Thanks everyone for your suggestions.  The pattern on Ravelry is kinda what I had in mind.
