How would I go about making her skirt?
It looks just like a simple circle skirt 'except the bottom is almost asymmetrical?
I have looked up a tut on how to make a circle skirt, but... every attempt I've

done at making a skirt come out wonky- especially the band on the top, so my question is- does adding a zipper work just as well?

I would say that the skirt was pleated and may even be a kilt.

It does look like it might be pleated, but a circle skirt would also be cute.  Regarding the hem, I don't think it's assymetrical, I think it's hemmed evenly all the way around, and her derriere is providing a bit of a lift to it in the back, making the hem look odd (this is especially noticeable on pleated skirts, though I've not a clue why).

And yes, zippers work fine.  Cute skirt!
