OK I am knitting the Chemo Earflap Hat

I am to here:
Begin with a purl row, stockinette stitch straight for 8 (9.5,10.5,12)cm. End with a purl row. For the toddler size hat you will need to increase 1st at each end of the last row (=90st). For the child size hat you will need to decrease 1st at each end of the last row (=96st)

Why would I need to increase at the top of the hat? Is it just to get a good number to work with?

I just read the pattern, your right, it doesn't make sense to inc. on the last row and then start decreasing.  I would just start my dec after that last row.

You need to to that to get a specific number so you can decrease evenly. If you didn't change the st number, you'd have an odd number and the decs wouldn't form a nice symmetrical pattern.

Thanks! That is sort of what I was assuming, but I wanted to make sure. 

Is there a magic "formula" written anywhere on decreasing evenly?  I usually just guess and hope it looks good  Embarrassed  I didn't really follow the pattern for this hat much so again I am back to guessing how to evenly space my decrease!!
