I'd like to pimp up an umbrella as a gift to my boyfriend for his birthday, because we love taking walks in the rain. Does anyone know what would be the best materials to use for this?
I live in Belgium, so I don't have access to some products.
Would normal fabric paint work? I'd like to stencil our names and some images onto the umbrella.

You can use fabric paint but you need to read which fabrics they recommend it be used on. Most are not recommended for synthetic fabrics but Duncan's Tulip Soft Fabric Paint may be an option. One of it's selling points was you could paint on nylon with it (including hoisery) and they do feature a painted umbrella project on their site.
I use this paint myself and love it but I've never used it on nylon.  Here is the link to the above project with instructions:
