Take a piece of satin ribbon at least 1 1/2" wide and twice the length of your calf, thigh or wherever you intend to wear the garter, fold it in half sew it closed on the long edge. Decorate it with whatever floats your boat Smiley get a piece of elastic, cut it to the length of where you want to wear it unstretched. Use 2 safety pins, one holds the tail of you elastic to the first end of the tube that will become your garter, the other goes on the loose end of your elastic to guide it down the inside of the tube. Once you have elastic poking out both ends, sew through all layers of elastic ribbon & trim with the raw ends facing the inside. Ta Da! Garter! (that fits!)
