I want to make something similar to this:

  For when I go back to school but a little shorter..... I really like the shirt underneath idea (i'm talking about on the first page, not the third page) but I just can't figure out what type of skirt to attach (so it'll be a mini dress). I'm probably going to wear some jeans or leggings under it...
     So far I've come up w/ a tulle skirt (not too sure about this one, seems to "dress-up" to me) or a short circle skirt. I really want it to be casual and I am FREAKING OUT because I have to get this done by like 3pm (it's 3:45 am right now...yikes!)

    What type of skirt should I make? (Pics if possible, please)

personaly Id say the purple it looks lush and I think the  circle skirt idea is good dont give up.

that's my prom dress, lol

I used a half-circle skirt for the underskirt/petticoat and just bunched up the tulle over it to make it poofy.

    Hopefully I'm going to the craft store this weekend so I'm going to definitely try to bring this to life!
