As soon as this challenge came up I ran to the dollar store. I had made one of these for my DD for her to play dress up with and I had always wanted to make another.
It only took $6 dollars at the dollar store and begging my 12 yr old son.
Now you may ask how did I stick this and remove this from him without any pain?
I turned the tape backwards and stuck it to itself when I wrapped him up.

All lit up. Sorry it's the best pic I can do. Believe it or not it took 8 pics to get the best one.

Here's the supplies: Missing in pic the other roll of tape

After I wrapped him: Sorry no in process pics. He was a bit shy about it and I didn't push

Tab on the back to hang him up:

I took the tape when it was almost empty and wrapped it on itself to make a light cylinder. When  I got done stuffing him I placed in in but I greased my hand and arm with lotion so it wouldn't stick to itself or me. This way I knew the light would  reach through the whole thing.

Stuffed and mounted you can see the bottom flap that I attached the light too. It secures shut with a small piece of velcro(which I also got from the dollar store):

This is so cool! Did you get the idea from the make-your-own bodices that one can make with duct tape?

Yes. I have a few of the bodices lying around. Figured I could make one that has another function!
I'm going to post the one I made for my DD later.
