You know what I am taking about. The cheap dresser's and the like made with the "fake" wood look.. Can you paint over it? Will the paint stick?

Sand it and give it a coat or two of primer, and paint should stick fine. I would put a coat or two of polyurethane over the paint to give it some durability.

most particle board furniture has a wood or plastic veneer. The only tricky bit about wood veneer is how very thin it is- just be really careful when sanding & you'll be fine. Plastic is a bit harder to deal with, you almost have to take the top colored layer off to get something paint will stick too, and the dust is a lot nastier. Either way use a dustmask & goggles.

Ask the folks at the paint store.  A friend of mine painted a bunch of her kitchen cabinets that were made of particle board with veneers, the secret was the right kind of primer and paint.
