Vogue 2847 - not exactly the same, but has a very similar look

If you can find a suitable pattern, the dress wouldn't be that hard.  Have you sewn formalwear before?  There is a certain level of trickiness to getting things to fit right, sewing with slippery fabric, etc, but it is doable.  Without a pattern, it would take a lot more time - if you're feeling up to the challenge, you would probably want to make a duct tape dressform and play around with draping fabric.  I'll keep an eye out and see if there are any other patterns that seem similar.  Beautiful dress!
