My daughter really wants to be a ninja turtle for Halloween. I bought her green pants and a hoodie for her body, and I can easily make the accessories like the bandana, belt, knee and elbow pads, and weapons, but I have NO CLUE how to make the shell. I wanted to make it out of fabric, but how do I get the right shape without it looking all bunchy? I also considered making one from papier mache, but I don't know if that would be comfortable for her to wear.

I would get an in expensive bed pillow and stitch/ trim the edges to make it more oval and then simply sew a shell case for it, you can then attach it to the sweatshirt, or make a front bodice [from scratch or from a tee].

since looking up a ninja turtle costume I think securely attaching the shell to a yellow tee [cut to the shape of the inner shell] would be the best way to do it.

Could you make a shell shaped form and stuff it with small balloons and then close it up with liquid stitch?  You could kind of make a seam like a public toilet seat about 4 or 5 inches from the outside of the shell (leaving a hole in the same place you are leaving a hole for the outer seam so that you could stuff the inner part.  Of course, the bottom layer will need to be smaller than the top layer.  I'm going to try to draw you a picture in paint - not sure how successful I will be.  Well, I was able to draw the picture, but don't have the ability to insert it.  Good luck.

you should use a plastic trash can lid..spray paint the design on with a stencil and use small rope to make little arm holes to hold it on.

You could also use foam, like the kind they sell in sheets that comes in different thicknesses. Cut it in a circle, bend it a little, add straps... paint it green. It would be pretty light to wear at least.
