Buy some white irridescent/shimmery white fabric for the base of the tail, something that doesnt fray would be nice so you can just cut the edge short of wavey like it shows. Then buy some irredescent gold, royal blue and green fabric and cut those out into ovals slightly large rthen the next one to make up the feather design. Centre them ontop one another and sew ontop of your white base, Then for the black lines use either permanent marker or black stitching.

Just read you want help with the skirt, oops my bad.

I agree...
Although even easier than stitching on stuff, you could use my secret weapon-- Heat n' Bond!
You'll need to test the base fabric and the peacock eye fabrics for iron-a-bility first, but it should work.
You can also try making a stencil and then painting it...or, make an image with Illustator, print it out repeatedly on transfer paper and then iron that on.

The rest of the skirt's just ruffles-- just take 3x your hip measurement as the overall horizontal length. The top ruffle will be shortest in vertical length, and the other two will be increasingly longer. When you figure out how long you want the top ruffle to be, double it. Make the folded joint the bottom of the ruffle, it takes alot of sewing out of the equation.

Good luck- and that's a great idea!
