I wasn't able to find freezer paper in Israel, so after a TON of experimenting, my sister and I finally figured out how to make our own freezer paper using regular paper, an iron, and plastic bags! 

I'm too lazy to make my own tutorial, so I googled it and found a great one that uses more or less the same process.  I posted it up already on the completed tutorial threads, but it seems more fitting in the discussion and questions area.  Here's the link:

And if you want to see how the stencils turn out, here's a link to the ones I made using this process.  You can see that the lines come out very clear, there's no smudges or bleeding, and overall except for the slight annoyances I mentioned on the thread, it works great!
