i have reallly pretty flowy fabric that i loooove and i dont want to mess  up, so i wanted to ask here before i go and cut it ..

i need some help, im not sure how to go about making a skirt sorta like this:

i loooooooove this style of skirt, im thinking of just using elastic for the top waist band instead of the tie, but how would i cut the fabric? should i just make a huge rectangle and then once its sewn up just put the elastic at the top waist band? would it drape like that? argh i dunno why  i cant figure it out...  Embarrassed

It would depend on how wide you want the skirt but the bottom would need to curve a bit.  Cut two pieces on the fold of the fabric.  Measure your waist and add enough for seam allowance and depending on your shape, add enough to be able to easily pull the skirt over your hips.  Mark the length of the skirt (allowing three inches for elastic casing and hemming) and make a slight curve to the point of the chosen width (I usually make it as wide as I can with the fabric) then cut straight down to the hem.
Hopefully I didn't make this too confusing - it really is pretty simple!

so i'de have to cut it like the first drawing, right?
