if you get a smaller yarn, get smaller needles (or not, it doesn't matter as much going this direction).  If you use bigger yarn, use bigger needles (it matters a lot here). 

For lacework to really pop, the yarn should be smooth and the needle size should be much larger than you would typically use with that weight.  If the needle is too small, the eyelets will be too small and the lace will disappear into the stockingette.

I think the pom-pom idea is fabulous! I know you said you had leftover yarn from the scarf, but a pink fringe made of delicate little mini pom-poms would be adorable!
