they could be added on after the fact?
simple stockinette cap, then make a long strip and sew it on?

any other pics to help us see it clearer?

Looks like welting formed in a chevron pattern.

I think so too. Looks like chevron done in alternating stockinette and reverse stockinette (or garter) strips.
