hmm well you could do something goofy such as him being a ruler and you being a roll of duct tape
or something serious such as a man and wife from movie you two enjoy
your boyfriend could dress up as you, and you could dress up as him
or you could get one of those really dorky costumes when one of you is the top part of the horse and the other is the bottom part  Grin

How about Big Red Riding Hood and the Little Bad Wolf?
Guy wears jeans and a red hoodie, carries a take-out bag from a restaurant.
Girl wears sexy grey dress with fake fur trim, grey tights (and long gloves?), spray hair with grey hair color, put pointy ears on a hairband and whiskers on your face - Voila!  Grin

one year for halloween my boyfriend and I dressed up as Cardiac arrest.
He dressed up as a cop and I dressed up as a giant heart. Just used 2 pieces of cardboard to make the heart and some yarn. and we were handcuffed together with some heart shaped hand cuffs. It was cool!

Some other ideas:
Pirate and Treasure
Night and Day
Boss and secretary (could make a little risque if you wanted to go that way)
Nun and priest
Jack and Coke (He dresses up as Jack Sparrow or another famous Jack and you dress up as a coke bottle. See who gets it)
You could also do Capt. and Coke if you wanted
um Rock and a Hard Place

Last year my boyfriend and I went as Howie and a case girl from Deal Or No Deal. He already had a nice suit with a silky shirt and tie. He shaved everything but a little sole patch on his chin. His hair was already buzzed short, so he just buzzed it shorter to give that bald Howie look.

I found a cute black halter dress from Forever 21, fake diamond earrings and a bracelet from Target and sexy heels. Just do your hair and makeup like the girls and bada-bing!

As for the case, I found a similar case to what they use on the show on EBay for around $20. (It is a Mezzi Brand slim aluminum briefcase). I cut out an 11 (my favorite number) and put it on the front of the case with black construction paper . I put the million inside the case and we went around the party asking Deal or No Deal. I think it cost me around $30 for my costume and a $11 haircut and shave for my guy.

After, like, a million tries, I finally thought of matching costumes my boyfriend would go for. Cheesy
I had already suggested so many things when I realized that he was perfect for Apollo, the Greek god of sun and light (and also music and a bunch of other stuff). He actually agreed to that! I was so happy. Then he said I should go as Artemis, the moon and hunt goddess. (Yeah, they're twins, but oh well, I agreed because I was so happy we had found something to go as!)
I have a dress from Forever 21, a white and gold flowy empire waisted thing that seems goddess-y that I might wear. I really want to make an infinity dress and wrap up the straps all pretty, but I'm not totally sure if that'll work out.
For his, we'll just buy some fabric and wrap it around him with some shorts underneath for an easy toga. xD
Add some leafy crowns and sandals, and there you go! Cheesy
