i like to use transparency sheets to make stencils, ive tried cardstock, waxpapaer, and cardboard, and like you i always had a hard time cutting the stencil.
but like a year back i found my old woodburning kit, one of the tips was really thin so i tried it out on a stencil, it worked great!
good clean lines and if some lines did look a little off, just a touch from the wood burner smoothed them right out.

plus transparency sheets are cheap, you can trace or print an image on them, and they make reusable/washable stencils.

just a little spray adhesive on the back and theyre good to go.
