This was an incredibly ugly 80s prom dress, complete with large shoulder pads and a ruffle on the bottom (no before pictures, sorry). You'll just have to take my word that it was completely hideous, and give me your thoughts on whether or not the end product is an improvement:

For the first bathing suit...
I think just bending a metal ring into a heart shape by heating it and using pliers would work well enough. You would probably be hard-pressed to find a heart, but rings are common enough. To answer the second question, when they hemmed the edge of the suit they just hemmed it around the heart ring and gathered the fabric as they hemmed it. Cute bathing suits, by the way...hope this helps at all?
