It sounds like you're picking up extra stitches somewhere.  Are you counting the stitches as you go?  Maybe that would help.

I would contact the author to ask.  By my reading, it may mean you work the DC, ch 1, turn, work a sl st into the DC you just made, turn, and continue on.  That would give a little point to the cat ear.
