You could pleat the fabric and baste them in place, then use a regular pattern to cut out your shirt fronts.  Use the directions for pleating the hem of the beige skirt...

Hi! I'm going to make a Clara Oswald costume (Doctor Who! Smiley ) using the pattern below. The bustier in the pattern is too low cut and is not pleated like I need it to be, so I am only using the coat and skirt parts of the pattern. However, I'm having a problem finding a front pleated shirt pattern to use in the bustier's place and I've never done pleats before (big learning project for me!).

So basically what I'm asking is 1. any pleat-front patterns? (free would be great but doesn't have to be) 2. tutorials on shirt pleats?
