Hmm....I would think polymer clay would be ideal for this - working small shouldn't be a problem, just take your time with it and maybe use a firmer clay to avoid squishiness problems. You could also use a glass cabachon (so you can bake it - acrylic may melt/warp) and then either use mica powders or metallic paint for the shiny bits.

Try http://www.fleecefun.com/mini-top-hat.html It's not bad for a basic top hat, I made the glue versions with my little niece and nephew for fun and it's super easy. Smiley
