I've looked into St. Norbert as well and agree that the application is ridiculous.  But there are plenty of other relatively large Farmer's Markets in and around Winnipeg; Pine Ridge Hollow has nearly 90 vendors, Assiniboia Downs is big, Brandon (if you're from that area) has at least 4, and  now the Forks has started one on Thursdays and Saturdays I think.  Worth looking into anyways.  Also, members at Cartizan.com will soon have access to craft sale, market and festival listings throughout Manitoba.

Cartizan.com is a Winnipeg based website that offers info on local craft sales, festivals, etc. to it's members.   Grin
