I would be super excited! Gosh...I know about a 16-20 vintage size will fit me (8-10 off the rack and 12-14 modern pattern)
Usually you can find the bust, waist, hip measurements on the envelopes, I myself have a small collection of vintage patterns, mostly 30s-50s though, and not nearly as many as I would like.
Sizing it up, best suggestion is experiment, shirt dresses though are pretty easy, I made one( and got stuck in it, but thats a whole other story) and ended up only haveing to put small(1.5in wide) side panels in it w/ piping on either side of the panel.
