So, just making sure I understand right, you make the full leg, then go back in the right color and do this, correct?

No, no! You make the boots first. Now that I'm home, I can consult my notebook for exactly what I did.
For the legs, I started with the boot color and followed the pattern with the following changes:
Rnd 14: FLO sc around
Rnd 15: 2sc in first sc, sc in next 3 sc, repeat
Rnd 16: 2sc in first sc, sc in next 2 sc, repeat
Rnd 17: sc around (I did this in an accent color)
Finish off. The boot is done.
Then you go back to Rnd 14 with the leg color and put it in BLO. Then just continue with the pattern for Rnd 15, etc. as usual.
I had a little difficulty finding exactly where I should connect my yarn for the BLO row, so when I start my FLO row, I use 2 stitch markers, one in the FL to count my rounds as usual and one in the BL to show where to connect the yarn when I go back to it.
