i'd say papier mache is probably the best bet, just using glue or whatever is unlikely to be strong enough
or plaster bandages would work, either one can be smoothed to a nice finish so long as you work with it while it's still wet

i've found that splashing out occasionally on expensive/good quality supplies is worth it.  I know some people don't like lush products but their shampoo bars are the only shampoo I can use without then wanting to remove my scalp with some wire wool and for how long they last they're well worth the bit extra money, the bar i'm using atm has been going strong for 3 months so far and i reckon i'll get at least this month out of it too.  (probably helps that i only wash my hair twice a week, 3 times at the most)
also, rosemary oil if you're prone to dandruff, a couple of drops on your hairbrush and brush through, sorted my brother out in no time at all
and an alternative to expensive products, Avon, if you know someone who sells it or gets a catalogue have a look, they often have special offers, clearance and the like
