Does your machine have a thread tension adjuster? This would adjust how the top thread and bottom thread lock in the middle of the fabric together. If the tension is too loose, the top thread doesn't 'hold' the elastic thread underneath so it just runs it out like normal. With my Elna machine, I have to set it to the highest tension setting - this makes the top thread hold onto the elastic thread tightly and it seems to work. SO to recap - handwind elastic thread, set longest stitch length, set a reasonably tight thread tension (my machine runs from 1 - 9 ... normal sewing is a 3 or 4 and shirring - depending on type of fabric - would be 7 to 9). Try it on a scrap fabric first.

Hey Camellia! Nice halter dress and the skirt is so very cute!! And thanks for the tutorial too - I have to add this halterdress to my list of dresses to make for my daughter when she is old enough!! (She is only 10 months old now and not even standing yet!!)
