Maybe a gift voucher from a local wool supplier?
If you want to make her something, what about a couple of felt play balls for her pets? You could put a sort of jingle bell in the middle, in a small plastic container, like something from a Kinder surprise egg, and felt wool around it?
If you can't felt, don't panic! You can felt  knitted wool in a washing machine! I've seen it done in books, although never tried myself -

I think serialdeviant's ideas are great -
I think what makes it more challenging is that it is for a guy! ( always tons of stuff for girls)
Maybe you could try to make a pocket kite, or you could decorate a bought item, like a frame, or a CD cover?

take a shoe box (either one of the plastic ones that you can buy at the store or a cardboard one <- with a cover) decorate it ...then fill it with goodies .

That's a great idea! But wouldn't it be a bit heavy to send? Also some countries don't let you send food in the post Undecided -
I 'd love a "crafting special" shoe box!

You are so right! I just love making intricate designs on small felt objects, it's like drawing! So many details -I find it impossible with wet felt!

yes, I used the balloon method!
I've made felt vessels in the past using tins, wood block, plastic bowls... anything that can take a beating and a steaming! Cheesy
But I've never used a balloon! What kind of balloon? I've always wanted to make something with a wide body and small aperture.
Also, do you find that something shaped with steam does not necesarily keep its shape very well?

I use old money in a lot of art-especially now that so much of Europe is on the Euro, the old money isn't worth any monetary value.
Actually most countries still change their old banknotes - check http://www.ecb.int/bc/exchange/html/index.en.html
And also I'd be careful if you wanted to use copies of the banknotes instead as they will be regarded as fraud ( because they have a value) or an infringement of copyrights! ( you can read all about it here: http://www.artquest.org.uk/artlaw/money/29596.htm)
