For many of my recent ones, especially if they are collaged, I have reused stiff cardboard off of packages - like cereal boxes.  If you want the fabric, then collage on canvas, or even layers of gauze.

I found that the big box stores carry the 5x7" or 4x4 as the smallest ones.  To get the 4x6, either the canvas board/panel or the stretched on frame canvas, I have to go to an art store.  But they are not terribly expensive.  I can get a canvas board (canvas stretched onto a stiffened board, and glued on) for about 60 cents to $1.09 CDN a panel at the three major art stores I frequent.  Or a 12 pack of cut edge panels (canvas cut at edges, not wrapped around) for $5.99 CDN.  The problem is sometimes it is hard for them to keep it in stock.

But it is a small size and I don't think they restock often.  You could make your own with canvas stretched and glued over a stiff base, and then gesso.  Or find alternatives.  I have been experimenting with recycled cardboard, wood or MDF panels would be neat.
