I made these dresses for my ex-fiance's nieces.
His sister had the idea, and asked me if I minded making them.
They were really simple.

I did a sort of accordion fold with the flag skirts, sewing the right sides together,
and then, after that, I sewed the blue top to them.
The straps were adjustable, with several button holes, and buttons on each side, which ended up STILL being too big for them. haha.

But, after that, his sister drew stars on to the tops with pencil and traced over it with white fabric marker. So, I think they came out really quite well.
And little girls are definitely much easier to dress than larger people. Haha.
